INVITATION TO BID

PDIC thru its BAC invites interested bidders to bid for the projects below:

Project Printing of 2011 PDIC Annual Report (Rebidding)
Approved Budget for the Contract P1,150,000.00
Source of Funding 2012 Corporate Budget
Contract Period/Delivery The entire production process should be completed within eight
(8) weeks from the date of submission of materials to the
advertising agency
Minimum Qualifications of the
Bidder
Bidder must have:
- proven capability and track record in the advertising
business for, at the minimum, the past five (5) years,
reckoned from the date of opening of bids;
- produced at least one (1) award winning Annual Report
for a commercial bank or a government bank in 2008
or 2009 or 2010.
Preferred award winning bodies are Anvil, or Gold
Quill or Management Association of the Philippines (MAP).
- at least two (2) full-color printing machines
- tie-ups with at least two (2) photographers and at least
two (2) creative directors who will help digitally enhance
existing photos and newly shot photos, and will provide
creative direction during photo shoot, respectively;
- at least two (2) copywriters who will assist in the writing,
editing, and styling of the AR;
- at least one (1) in-house creative personnel assigned
specifically for this project;
- maintain a corporate website/domain for email and
internet facilities.

The eligibility screening of bidders, evaluation of bids and awarding of contract shall be governed by Republic Act No. 9184 (RA 9184) and its Implementing Rules and Regulations (IRR).

Criteria for eligibility check, examination and evaluation of bids and post-qualification shall be on a non-discretionary pass/fail basis.

Only bidding documents actually issued and purchased from PDIC shall be the bases for acceptance of bids (RA No. 9184 - IRR Sec. 17.4). Only those who have purchased the bidding documents shall be allowed to participate in the pre-bid conference and raise or submit written queries or clarifications.

PDIC reserves the right to accept or reject any or all bid proposals, or declare the bidding a failure, or not award the contract, or suspend or cancel this procurement project at any time. PDIC makes no assurance that a contract shall be entered into as a result of this invitation. Furthermore, PDIC assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of bids.

PDIC shall in no case be held responsible or liable for any and all costs associated with the bidders’ participation in the bidding process regardless of its results.
